1998 Served as member of the planning team for the After School Tutoring and Enrichment Program (ASTEP) by the Schenley Heights Community Development Program. (1996- 98).
1997 Served on a media review panel for the Association of Supervision and Curriculum Development. I reviewed working drafts of videotape programs for bias and diversity,1994-1997.
1995  Invited to participate as a member of the National Academy of Education Work Group. The purpose of this group is to provide a report to the Academy and the National Assessment Governing Board about how NAEP assessment in reading and mathematics should be changed, based upon a thorough review of our best knowledge in these areas.
Served as a consultant to Enlisting Youth (ECY) Educational/Tutorial Project of the Grace Memorial Presbyterian Church, in Pittsburgh, PA. This project attempts to assist students from elementary to secondary school level with their academic studies.
1994 Served as a consultant for the Performance Assessment Collaboratives for Education (PACE) and worked with the Reizenstein Middle School and Schiller Classical Academy during the 1993-1994 school year.
  Participated as a member of a team reviewing the framework of the reading section of the National Assessment of Educational Progress (NAEP), December 2-4, 1994, in San Diego, California.
Participated as a faculty team member in an assessment seminar, "Towards Coherent Systems of Assessment: Questions of Quality, Equity, and Evidence," held at Harvard University, July, 1994.
Served as a consultant to the teachers and administrators of the Pittsburgh Public Schools' Jacob Javits Gifted and Talented Student Educational Program, 1994.
