The second meeting of the
Pennsylvania Search and Rescue Council was convened at 11 AM on Saturday,
January 10, 1987 at the Days Inn motel, Altoona, Pennsylvania. Keystone Search and
Rescue was the host team.
Dr. K. Conover
chaired the meeting. The minutes of the previous meeting were published
previously and reading of the minutes was waived. A brief summary of the
previous meeting was presented by Dr, Conover. Irv Lichtenstein of Greater
Philadelphia Search and Rescue was appointed secretary for the session.
Committee reports
were presented by the following committees:
Wilderness EMT: Two classes are
scheduled for April. A prospectus is available, indicate your desire for a copy
on the attendance roster for this meeting. Legislation: A copy of a bill,
attached to these minutes, which is being prepared by the staff of a Member of
the Pennsylvania Legislature was circulated. Communications: The Draft
Communications Plan was submitted for consideration.
Following
"round the room" introductions the meeting recessed for lunch until
1:15 PM.
The meeting reconvened with a
presentation by Mr. Ralf Wilfong, Virginia Department of Emergency Services. He
described how his office coordinates SAR in Virginia. He included the
regulatory basis for this activity, and a brief history of SAR in Virginia and
the SAR Council in Virginia.
A open discussion
of agenda items followed. A meeting schedule was approved: Saturday, March 28,
1987--hosted by Greater Philadelphia Search and Rescue Saturday, June 27,
1987-- hosted by Group 30, Pennsylvania Wing, CAP (Harrisburg, Pa.)
The following motions were adopted
unanimously:
By Irv Lichtenstein,
seconded by J. Thrash--Each organization present be granted one (1) vote to be
cast by a delagate of that organization present at the meeting.
During discussion
of the motion it was agreed that the sense of the motion was that only one vote
could be cast by an organization through a delegate regardless of how many
subgroups were present. Further, a delegate may only represent one organization
at a meeting.
By the Communications Committee,
seconded by J. Kihl--That the report of the Committee containing the
Communications Plan be approved and the Plan be filed with the appropriate
agencies with the addition of 155.16 MHz as an interstate mutual aid frequency.
Bruce Barton
moved, seconded by J. Kihl-- The Communications Committee be empowered to apply
for a statewide system radio license for the Council in accordance with the
Plan.
John Kihl was
appointed Council Representative to the PEHSC Rescue Task Force's next meeting
in Camp Hill on January 23, 1987.
Irvin Lichtenstein
was appointed Council Representative to the National Public Safety Planning
Advisory Committee meeting at the FCC (Washington, DC) on January 20, 1987
There being no further business the
meeting was adjourned to facilitate an in-service training session on helicopter
safety by Life Flight of Johnstown at 4 PM.
