- Personal abilities and level of activity performance are not in balance if a senior has excessive fear or is restricting activities that are necessary for independent living or meaningful activities (such as leisure, social activities, religious services, etc..)

- Person may be overly cautious in all or some activities that pose a risk of falling or are at all challenging to their balance, and this would be considered an irrational response, fear of falling would be considered a problem that should be addressed and treated.
