The Sphere Project (Humanitarian Charter and Minimum Standards in Disaster Response: See www.sphereproject.org) is perhaps the greatest single contribution to the management of emergencies in the last 100 years. Inter alia, it defines the minimum standards which should apply to any community in any emergency theoretically levelling the playing field for everyone. The only thing which Sphere is unable to control is funding which still, sadly, has a political dimension making some emergencies well funded, and others, poorly so. Sphere deals with the cultural context within which an emergency occurs.
