Most County�s do not have the level of sophistication and skills of trained forensic pathologists and medical examiners, but rely instead on a funeral director to administer their County�s morgue.

Few morgues are equipped to handle mass fatalities� hard pressed to handle more than 30 fatalities.

Thus the existing mortuary system, is by default, dependent on outside support from the federal disaster mortuary teams.
