The best
planning starts with the problem and is �bottom up� rather than �top down�. This planning produces a project which is do - able within an envelope of time and money. A project has a specific geographical location and target beneficiaries. It has specific objectives, outputs and activities. A start and end date. Clear allocation of resources. It fits into a Programme which is in essence a group of projects interlinked for a common purpose. The Programme in turn is part of an overall Plan, which takes a longer perspective and account of other activities.
