Key Qualifications
Mr.
Kros has
extensive operating and consulting experience in information and
communications system management including service as Director of the
Broward County, Florida, Information and Telecommunications Systems
Department and as County Information Resource Manager. Other key
information and communications systems assignments include service as
Director of Information Systems for the U.S. Armed Forces Joint Chiefs of
Staff, Dean of the School of Management Information of the Army Logistics
Management Center, and Telecommunications Project Manager in the
development of the Patriot Missile System. Mr. Kros is recognized as an
expert in using automation resources to facilitate the re-engineering of
government processes and organizations. Mr. Kros recently participated in
the PAS study of the San Diego County, California, Department of Information
Services, examining their decentralized/departmental information systems.
Other recent PAS consulting assignments Mr. Kros has carried out include the
provision of technical information system assistance and information systems
master planning services to the Emirate of Abu Dhabi, to the Ministry of
Local Government in the country of Ghana, work on a health management
information system for the country of Romania, and information system
planning and performance evaluations in Peoria, Arizona; Jacksonville,
Florida; and other local governments throughout the United States. He is
considered to be an expert in information systems customer relations and the
development of strategies for meeting systems needs.
Mr. Kros has his B.S.
in accounting from Creighton University, his M.S. in computer sciences from
George Washington University, and has completed doctoral studies in
management systems at George Washington. He has experience in IBM, DEC, and
Tandem environments, among others.
