examined the organization and management of the department, including the
functions of solid waste collection and disposal, recycling, fleet
maintenance, engineering and construction, inspection and permits, road
maintenance, water treatment and water distribution system maintenance,
wastewater collection system maintenance, street sanitation, traffic
operations, and others. Included in this study was the conduct of a survey
of some 75 municipal public works departments to gather information about
the functions they perform, their staffing, their expenditures, their
methods of operation, and other aspects of program management. This survey
included information about solid waste management practices and costs.
