This PAS
study was an organization, management, personnel, and staffing study of a
regional organization that is chartered under state law (since 1940) and has
the mission of alleviating pollution in the region through the interception
and treatment of sewage. This district intercepts and treats sewage from
the cities of Norfolk, Virginia Beach, Chesapeake, Hampton, Suffolk,
Poquoson, Williamsburg, and Portsmouth, and the counties of James, York, and
Wright. It has a staff of over 600 employees and serves a population base
of over 1,275,000 with an operating budget of $60 million and a capital
budget of $34 million. Activities include ownership and operation of 9
wastewater treatment plants, 71 pump stations, 350 miles of interceptor
lines, and 350,000 accounts. |
