Organizational Analysis

The Ministry of Home Affairs (MOHA), to promote the institutional development of the Water Bureaus in Korea, desired to engage a consultant to improve existing accounting procedures and to introduce computer software for the microcomputers being installed throughout Korea.  The MOHA wanted the most commonly used financial and managerial software found in water utilities.  The specialists conducted analyses of organization and operations in selected water bureaus, including:  meter reading, water usage calculation, billing processes, financial activities, inventory and fixed asset management, budget control processes, and personnel management.  Recommendations were developed for the automation of accounting, financial, and management procedures.  Suggestions regarding the selection of computer hardware and software were prepared.  New system procedures were implemented.  Staff training in the use of the revised systems was provided.
