Prepared plans
to strengthen and staff the Planning Unit and thus improve planning and
coastal and river transport sector management. Developed recommendations
for improved data collection and analysis and for training requirements to
enhance sector administration.
Guma
Valley Water Company
Privatization Study.
Conducted a study to determine the possible role of the private sector in
enhancing the operating efficiency of the Guma Valley Water Company (GVWC).
Involved in the study were review of the various functions and services
being performed by the GVWC staff, including billing and collection (for the
entire system, individual communities, standpipes, etc.), operation and
maintenance (of part(s) of the water system, such as the Guma Dam, Guma
Water Treatment Works, transmission and distribution networks, etc.),
support services (such as stores management, vehicle maintenance, data
processing services, etc.), as well as those to be performed by GVWC with
respect to the future takeover of the sewerage operation as in Freetown.
Identified the specific functions and/or services which were good candidates
for further considerations and analysis for possible "privatization." Also,
determined the likely form(s) of privatization for each of these identified
functions and services, as well as possible costs associated with
privatization.
Organization and Management Study.
Conducted a study of the organization, operations, and financial management
of the Guma Valley Water Corporation (GVWC), which is responsible for the
water supply system of Freetown. In addition to an organization and
operations review, the study included an automation plan (MIS) for financial
systems and recommendations for a new tariff structure. The study's
objectives included (1) an organizational review; (2) an operational review;
and (3) a financial review.
Management Information Systems. In follow up
work, implemented the management information system recommendations that
were formulated during Phase I, the study phase described above.
System Upgrade, Guma Valley Water Company.
PAS upgraded all computer systems installed in the Guma Valley Water Company
during previous phases. Billing and collection, financial management,
network systems and communication packages were upgraded from DOS to
Windows. Employees were trained to maintain and service information systems.
