PAS
consultants helped the Civil Service Commission (CSC) of Tanzania to
institutionalize human resource management system changes by providing
extensive technical assistance and personnel training. The goal was to help
transform the CSC into a more efficient meritocracy.
PAS
consultants assisted in the preparation of draft legislation in order to
establish a legal framework for the advancement of civil service reform.
Institutional support included recommendations for the improvement of
managerial effectiveness and modification of operational methods and
practices. PAS consulted with CSC officials in tailoring an organizational
structure and staffing pattern that was reflective of the demands and
resource needs of the Commission. PAS also provided staff with training in
specific operational methods, staff development programs, and advising on
other changes that would advance implementation activities.
In order to
further the evolution of the CSC into an autonomous body with the capability
to manage its own operations, PAS prepared recommendations for the
implementation of more effective Management and Information System
procedures. Also recommended were ways to improve communication channels
between the CSC and the President, government ministries, and the general
public. New guidelines and procedures were developed for the
decentralization of recruitment selection, promotion and disciplinary
processes.
