Bam area finally after twenty days was divided into thirteen geographical regions for service delivery, each specified to one University of Health and Medical Education, so every unanimous decision should be made by 13 different sectors which was believed to be second major disaster in Bam by experts.

The design strategy for service delivery was in two active and passive deliveries.

For each of these divisions a uniform structure was defined including: physical space and instruments. Also pre defined workforce composition consisted of 2 medical doctors opposite sex, 2 disease prevention technicians, 2 environmental health engineers, a midwife and a nurse.

Also the terms of references of every individual was clarified.

Every team should have stayed in the area for at least 2 weeks until it has been substituted by the successive team.

The health personnel should hold a 2 hour training session on the disease surveillance system before getting started.

An important point was the use of volunteer people for delivering health services especially health education. Iran has a lot of previous experience on this issue.
