We propose to improve capacity in research by using as our backbone CAREN. The CAREN network is about complete, and uses Fiber Optics to link each university providing High Bandwidth connectivity. The CAREN network has been supported by the EEU. It is an outgrowth of the Silk Road initiative.  The Silk Road has connected the countries along the silk road. Caren has taken this one step further and connected over 200 Universities in Central Asia.
