The primary prevention strategy in the event of a hurricane is to provide early warning and evacuation. Evacuation is key as the storm surge represents the greatest threat. As evidenced above, this approach has been quite successful in reducing the numb er of deaths associated with hurricanes in the United States. This is particularly enlightening, because the number of events has not decreased. In fact, the amount of property loss (costs) continues to increase.
