In July of 2003, the Board of Trustees of
Public Administration Service authorized the formation of a group of
independent consultants, PAS Associates. PAS Associates is a professional
association and is made up of a group of independent consultants who have
come together to cooperate and support the activities of Public
Administration Service. The members of PAS Associates cooperate to submit
proposals for grants and contracts to meet the defined goals of Public
Administration Service but operate as independent consultants.
PAS Associates will work independently or through
other organizations in the U.S. or overseas including PAS Africa and other
linked organizations. Alternatively, Public Administration Service will
consider a continuous sub-contract relationship with another organization
that can use PAS Associates and Public Administration Service to joint bid
at its choosing. PAS is a low, almost no cost operation, looking to support
local government and development management through sub-contracts, based on
recruitment of personnel, or a percentage of activity based upon input and
agreement.
PAS Associates have no direct
financial relationship with Public Administration Service. The interim
coordinators of PAS Associates are John O’Connor and George Hubler. They
work in liaison with the President of Public Administration Service,
