It is better to think of development as a characteristic for
populations rather than countries because
most countries are developmentally heterogeneous. An
underdeveloped country as Uruguay have 50% of its inhabitants living
in developed conditions; while 10% of the people in a developed country
as the USA live in underdevelopment. We understand that developing instead of underdeveloped is an euphemistic expression assuming unproven trends toward socioeconomic improvement. |
