* Target school children from age 10 years.
* Promote peer-to-peer programs for adolescents
* Use the media for mass anti-tobacco education
* The messages should be consistent to cover heart and lung disease as well as cancer.

Legislation

* Taxation of tobacco products
* Regular price increases on tobacco products
* Legislate a ban on tobacco advertising
* Require warning labels on tobacco products
* Ban smoking in public places, and encourage the same in restaurants, transportation (eg airlines), government buildings, health care professionals’ offices, libraries, etc.
* Ban tobacco sales to minors.
* Stop subsidies to the tobacco industry
* Encourage farmers to grow alternative crops to tobacco.
* Regulate tobacco exports

National Leadership

* Encourage government and NGOs to cooperate and engage in anti-tobacco advocacy
* Encourage international collaboration on non-smoking policies and reducing tobacco trade.
