Planning and Budgeting System
The Planning and Budgeting System is the central collegial process for responding to the challenges and opportunities facing the University. PBS facilitates academic, research, service, and support activities of the University by ensuring full access to relevant planning information and by providing and rational, clear, and consistent framework for planning and budgeting decisions. Under PBS, wide participation by faculty, staff, students, and administrators takes place at every organizational level.

Toward the 21st Century
In October 1994, the Board of Trustees approved the a document outlining the mission and five-year goals, strategies, and evaluation criteria for the University. This document details a wide range of objectives for the remainder of the 20th century and the strategies by which the University intends to achieve them. The first truly comprehensive strategic plan of the University, this document represented a year-long effort of Planning and Budgeting Committees throughout the University.

University of Pittsburgh Mission Statement
As part of the approval process for Toward the 21st Century, the Board of Trustees adopted a new Mission Statement for the University of Pittsburgh in February 1995, which supersedes that published in Toward the 21st Century.

University Ten Year Facilities Plan
The Facilities Plan: 1997-2007, adopted in 1997, resulted from a comprehensive review of all University facilities. The plan was formulated to provide appropriate physical facilities to support the programs of every campus of the University, with the greatest emphases placed on improvements to teaching and learning facilities, such as classrooms and libraries, and to projects designed to enhance the quality of student life.

Reflecting the most urgent needs of the University, considerable importance was placed on improvements designed to create a more positive environment for undergraduate students, such as recreational and athletic facilities and improved residence hall environments.

The determination of facility priorities set forth in this plan was based on guiding principles that clearly express the centrality of the University's academic mission, the academic priorities expressed in Toward the 21st Century, and the objectives contained in the University's Master Space Plan.

An Information Technology Foundation for the 21st Century
In September, 1995 Chancellor Nordenberg charged the Information Technology Steering Committee (ITSC) to recommend policies to address the University’s growing needs in computing and information technology and position the University to maintain and enhance its role as a leader in the wide variety of disciplines and professions currently affected by technology. This plan was endorsed by the Senate Budget Policy Committee, the Senate Library Committee, the Senate Computer Usage Committee, and the Senate Council. The Information Technology Steering Committee unanimously approved the plan on April 24, 2000.
